When do eBay's updated U.S. Payments Terms of Use take effect?

eBay's Payments Terms of Use take effect on October 21, 2026 for sellers who accept them during new seller registration or otherwise on or after that date, and on November 4, 2026 for all other sellers.

Those terms say that, except for the consumer groups they list, continuing to use Managed Payments after the effective date means you accept the changes. For a U.S. seller eligible for eBay balance, the same file says that failing identity verification suspends eBay balance enrollment and blocks disbursements until verification is completed.

Who it affects

Sellers who use eBay Managed Payments and have not already accepted this version of the Payments Terms of Use. eBay's file says the November 4, 2026 date is for all other sellers, after the October 21, 2026 date for sellers who accept the terms during new seller registration or otherwise on or after October 21, 2026.

U.S. sellers eligible for eBay balance are also covered by the identity-verification line in that file. The Payments Terms say enrollment in U.S. eBay balance is governed by the U.S. eBay balance Terms and Conditions, and that those balance terms control if they conflict with the Payments Terms.

What to do

  1. Open the current file, not a screenshot of an email. The effective-date sentence is in eBay's Payments Terms of Use PDF dated with the October 21, 2026 version.
  2. Know which date applies to you. If you already accepted these terms on or after October 21, 2026, eBay's sentence puts you on October 21. Everyone else is on November 4, 2026.
  3. If you keep using Managed Payments after the effective date, the terms say you accept the changes, except for the consumer groups that sentence carves out. Read that section before November 4 if you have not already accepted the terms.
  4. If you are a U.S. seller eligible for eBay balance, finish identity verification. eBay's sentence says failure to complete or pass it suspends eBay balance enrollment, and you will not be able to receive disbursements until verification is completed.
  5. Check the payout schedule in Seller Hub yourself. The terms say available funds are paid to your linked financial account automatically on your selected payout schedule if scheduled payouts are made available to you, or on demand after you request a payout. This PDF does not say that eBay resets every schedule to on-demand on November 4.

Verified dates

An earlier file, dated October 14, 2026, told "all other sellers" the terms took effect on October 28, 2026. The October 21, 2026 file replaces that date with November 4, 2026. Use the October 21 file.

FAQ

When do eBay's current U.S. Payments Terms of Use take effect?

The Payments Terms of Use file eBay published for the October 21, 2026 version says they are effective October 21, 2026 for sellers who accept them during new seller registration or otherwise on or after that date, and effective November 4, 2026 for all other sellers.

What happens if a seller keeps selling after November 4, 2026 without clicking accept?

eBay's Payments Terms of Use say that, for sellers other than the consumer groups named in that section, continuing to use Managed Payments after the effective date means you accept the changes. Read that section in the PDF for the consumer groups it names and for the notice periods that sit next to it.

Does the November 4 file say eBay balance payouts reset to on-demand?

No. The October 21, 2026 Payments Terms of Use say that once funds are available they are paid to your linked financial account automatically, based on your selected payout schedule if scheduled payouts are made available to you, or on demand after your payout request. They do not say every existing schedule switches to on-demand on November 4, 2026. Check the payout schedule shown in your own Seller Hub.

What does the file say about identity verification and eBay balance?

For a U.S. seller eligible for eBay balance, the Payments Terms of Use say failure to complete or pass identity verification suspends eBay balance enrollment, and you will not be able to receive disbursements of Managed Payments transactions until verification is completed. The same file says U.S. eBay balance enrollment is also governed by the U.S. eBay balance Terms and Conditions, which control if they conflict with the Payments Terms.

Why do some pages still say October 28, 2026?

eBay's October 14, 2026 Payments Terms of Use file said the terms were effective October 28, 2026 for all other sellers. The October 21, 2026 file says November 4, 2026 for all other sellers. The November 4 date is the one in the later file.
